As Tax Enforcement Tightens in Ethiopia, New Integrated System Offers Built-In Compliance

ETTA Solutions, one of Ethiopia’s oldest Enterprise Resource Planning (ERP) providers, has developed a unified system that combines ERP, point-of-sale (POS), and fiscal compliance tools into a single solution tailored for small and mid-sized businesses.

Dubbed Zoorya, the system is designed to address a growing pain point among Ethiopian businesses: the fragmentation of back-office tools and the regulatory pressure to adopt tax-compliant systems. It aims to simplify operations by consolidating essential functions such as inventory management, procurement, human resources, payroll, customer relationship management, financial reconciliation, and business analytics under one integrated interface.

Developed across a span of two years and hosted on Ethio Telecom’s TeleCloud, Zoorya has already gained adoption among businesses in the retail and hospitality sectors, including Bambis Supermarket, Pizza Hut, Adore, and Chaka Coffee, with around 2000 units prepared for wider deployment. 

According to Tigist Nigus, Functional Lead at ETTA solutions, the system is device-inclusive, centered around the Sunmi V3 handheld terminal, which acts as both the POS interface and fiscal device. 

“Zoorya runs on Sunmi V3 smart devices with built-in offline mode,” she told Shega. 

This pre-integrated approach simplifies setup and ensures regulatory compliance out of the box. The device can accept a range of payments, including cards, QR codes, and mobile money platforms such as telebirr, with further support for international payment methods reportedly in the pipeline. 

Offers are available as both a hardware and software bundle, providing a locally tailored experience through pre-installed software on Sunmi Smart POS devices. 

" We are also fiscally compliant, which means we are certified by the Ethiopian Revenue Ministry," noted the Functional Lead. 

The certification enables businesses to issue tax-compliant receipts, a growing requirement under Ethiopia's digital tax enforcement. With Ethiopia targeting tax revenues of nearly 1.1 trillion Birr in the fiscal year, compliance will prove highly consequential for businesses just familiarizing themselves with e-tax tools.

Zoorya also includes sector-specific configuration, with dedicated modules for restaurants (e.g., kitchen display systems and table management), retail, wholesale, and service-based businesses. It supports multi-branch operations and allows for centralized management, making it appealing to chains and franchises that have traditionally struggled with fragmented business systems.

Currently, Zoorya is offered in three business categories: Hotel, Resto Flex, and Smart Cart, with pricing tiers labeled Lite, Advance, Pro, and Software-Only Subscription. The entry-level Lite version begins at 87,000 Birr per unit, with more advanced packages priced as high as 200,000 Birr.

In partnership with Dashen Bank, ETTA has arranged a Buy Now, Pay Later (BNPL) program for the first 100 clients. Businesses can either purchase the system outright or finance it through Dashen’s BNPL offering, with support for subscription-based billing also available.

 “This will elevate our experience with technology and improve how we work. I hope businesses embrace the learning that comes with it," said Temesgen Gebrehiwot (PhD), Founder of ITTA Solutions, at the official launch event held on Saturday afternoon at the Sheraton Addis Luxury Collection Hotel. 

The launch of Zoorya coincides with the Ethiopian government’s broader push for tax digitization and business formalization. In recent years, the Revenue Ministry has tightened compliance regulations, mandating that businesses use certified fiscal devices to issue receipts. For many SMEs, this has meant juggling separate hardware, software, and accounting tools. 

While global ERP systems like Odoo and SAP have long been available in Ethiopia through integrators like ITTA itself, Zoorya is positioning itself as a locally built device with a three-in-one alternative, optimized for Ethiopia’s regulatory environment and payment infrastructure. Unlike fragmented and imported offerings, Zoorya’s fiscal compliance, local cloud hosting, and payment integrations may give it a competitive advantage, especially among businesses looking to modernize while remaining compliant.
